Requires the Department of Human Services biennial child welfare report (due November 1 of even-numbered years) to be disaggregated by race

Adds six new required reporting metrics: foster children with terminated parental rights, children in congregate care, children in temporary lodging (one night and more than seven nights), dual system involved children, and average length of time in foster care by county

Maintains existing reporting requirements including total foster care numbers, placement changes, sibling separations, and relative placements

Amends ORS 418.036 to expand legislative oversight of Oregon's child welfare system through more detailed data collection
