Appropriates General Fund money to the Department of Education for the 2025-2027 biennium to fund affordable pathways for members of marginalized populations to obtain teaching or administrative licenses

Appropriates additional General Fund money to provide incentives for schools to hire and support new educators, particularly those from marginalized populations

Directs the Higher Education Coordinating Commission to award scholarships to administrator candidates from marginalized populations, with a maximum of two academic years of funding per recipient

Sets a program goal for the percentage of administrators from marginalized populations to reflect the percentage of students from marginalized populations in Oregon public schools or individual districts

Requires the Department of Education to develop a plan to expand educator workforce data sharing across state agencies and modernize systems to monitor educator workforce trends
