Establishes the School District Facility Equity Fund within the State Treasury to provide grants to school districts and education service districts for facility needs, including replacement, repair, maintenance, health and safety upgrades, construction, remodeling, and renovations.

Authorizes issuance of $100 million in lottery bonds for deposit into the School District Facility Equity Fund for the biennium beginning July 1, 2025.

Creates two grant tiers from the fund: up to $2.5 million per recipient per biennium without matching fund requirements for facility repair/maintenance/safety, and up to $10 million per recipient per biennium with matching fund requirements for construction/remodeling projects.

Continues existing hardship grants (up to $500,000) and technical assistance grants (up to $40,000 each for facilities assessments, long-range plans, environmental hazard assessments, and seismic assessments) through the Office of School Facilities.

Requires the Superintendent of Public Instruction to convene a school facilities advisory group by January 1, 2026 to recommend sustainable funding sources for the fund, with a report due to the State Board of Education by June 30, 2026.
