Environmental Quality Commission must establish a rebate voucher program for Oregon residents and businesses replacing gas-powered lawn equipment (chainsaws, trimmers, leaf blowers, mowers) with cordless electric versions

Maximum rebates for residential applicants range from $200 (leaf blowers) to $2,000 (ride-on mowers); commercial applicants can receive $700 to $15,000 depending on equipment type

Eligible equipment must be in working condition, owned and used in Oregon for at least two years, and surrendered to an approved disposal facility for destruction within 30 days of purchasing replacement equipment

Creates the Lawn and Garden Equipment Rebate Fund in the State Treasury, with administrative expenses capped at 10% of fund deposits per biennium

Takes effect on the 91st day following adjournment of the 2025 legislative session
