Covered entities (businesses that cook, assemble, process, serve, or sell food) generating more than 1,000 pounds of food waste per week must source separate and arrange for composting collection starting January 1, 2029; threshold drops to 500 pounds on January 1, 2030

Local governments responsible for solid waste management must provide food waste collection services to covered entities by June 30, 2028

Department of Environmental Quality will establish an education program for covered entities on food waste separation requirements and may issue civil penalties for violations

Food date labels must use standardized terms: "BEST if Used by" for quality dates and "USE by" for safety dates; the phrase "Sell by" is prohibited starting July 1, 2027

Exemptions apply to entities more than 75 miles from an authorized composting facility (until January 2, 2032) and those already subject to local food waste separation ordinances
