Eliminates the requirement that 25% of fees collected from Multi-Jurisdictional Simulcasting and Interactive Wagering Totalizator Hubs be transferred to Oregon's General Fund

Allows the Oregon Racing Commission to retain 100% of the fees collected (up to 1% of total gross receipts from mutuel wagering), rather than the previous 75%

Authorizes the Commission to distribute retained funds for the benefit of the Oregon pari-mutuel racing industry through rulemaking
