Expands the definition of "residential housing" to include accessory dwelling units (ADUs) created within or detached from single-unit dwellings, and other accommodations defined by OHCS rule

Authorizes OHCS to refinance any housing loan it has made or any loan type it is authorized to make, regardless of whether the department originated the original loan

Grants OHCS authority to make residential loans to qualified individuals (not just qualified housing sponsors) for acquisition, construction, improvement, refinancing, or rehabilitation of residential housing

Removes the previous $15,000 cap on individual rehabilitation loans for single-family homes for lower-income persons

Requires OHCS to establish maximum household income limits for residential homeownership housing financed by the department, in addition to existing limits for rental housing projects
