Expands eligibility for Early Literacy Success School Grant professional development and coaching to include instructional assistants and other staff identified by the State Board of Education, in addition to teachers and administrators in early elementary grades

Extends grant funding for research-aligned literacy curricula adoption to cover prekindergarten through grade five, rather than limiting to early elementary grades only

Strengthens Department of Education intervention authority when schools fail to meet literacy goals, allowing the department to require adoption of state-approved textbooks and participation in mandatory training and improvement activities

Changes the annual legislative reporting deadline from December 31 to February 1 for the department's summary of the Early Literacy Success School Grant program

Requires consultation with federally recognized tribes specifically for grants supporting tribal language revitalization efforts, rather than for all community grant rules
