Creates the new category "Advanced Practice Registered Nurse" encompassing clinical nurse specialists, nurse practitioners, and certified registered nurse anesthetists under a unified definition in Oregon nursing statutes

Expands temporary practice allowances to permit nurses previously licensed in Oregon (whose license was not revoked or voluntarily surrendered) to practice up to 90 days, renewable for another 90 days, for public benefit assignments

Changes terminology from "delegation" to "assignment" for nursing assistants receiving authorized duties from nurses, and allows nursing assistants to administer noninjectable medications including controlled substances under nurse supervision

Modernizes licensing procedures by making renewal fees refundable at board discretion, simplifying license renewal schedules, removing birthdate-based renewal timing, and allowing the board to certify nursing assistants with "other health care education, training or experience" deemed sufficient

Amendments become operative January 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
