Pharmacists may prescribe, dispense, and administer medications for the treatment of opioid use disorder, expanding their authority beyond the previous "early refill" limitation in Oregon Laws 2024

Pharmacists may register with the federal Drug Enforcement Administration as mid-level practitioners specifically for prescribing, dispensing, and administering opioid use disorder medications

"Pharmacy prescription lockers" are defined as mechanical devices storing completed prescriptions for patient pickup; lockers at the same address as the retail pharmacy need no separate registration, but lockers at different locations must register with the State Board of Pharmacy

Removes the previous exclusion of pharmacists and pharmacies from the definition of "practitioner" under controlled substance statutes, aligning their status with other prescribers

Amendments become operative January 1, 2026, with the act taking effect on the 91st day after the 2025 legislative session adjourns
