Directs the Department of Human Services to establish an Adoption Awareness Program administered by a contracted nonprofit organization that cannot be an abortion provider or entity that promotes, refers for, or assists with abortions

Requires the program to provide marketing materials, a telephone hotline with adoption information, and training resources for healthcare providers and pregnancy resource centers

Mandates distribution of adoption awareness materials to public health offices, middle and high schools, charitable clinics, STI testing sites, Medicaid applicants, and parents of children in DHS custody

Establishes a reimbursement process for prospective adoptive parents' adoption expenses (including home studies) and for birth/expectant parents' required counseling services

Allows program administrators and employees to refuse to provide reproductive health care information based on personal or religious beliefs, without requiring notification to DHS or alternative referrals
