Department of Education, in collaboration with Department of Human Services, must study the mental, emotional, behavioral health and educational needs of youth in residential training homes who attend public K-12 schools in Oregon

Study must identify gaps in funding for mandated programs, available services and supports, and information sharing between students, parents, facility providers, and school districts

Department of Education must convene a 13-member advisory committee including representatives from school districts, education service districts, teachers, administrators, residential facility providers, and disability advocacy organizations

Findings and potential legislative recommendations due to interim committees on education and human services by September 15, 2026

Act takes effect immediately upon passage and sunsets January 2, 2027
