Local governments must include maps identifying "sensitive uses" (residential areas, parks, schools, child care facilities, hospitals, residential care facilities) within urban growth boundaries in their comprehensive plans by January 1, 2027

Industrial uses proposed within 1,000 feet of sensitive uses require applicants to prepare a public health impacts analysis covering air/water/land pollution, pedestrian safety, traffic emissions, noise, vibration, glare, and urban heat island effects

Local governments must adopt conditions of approval protecting sensitive uses from impacts identified in the health analysis

An additional public hearing must be held before final approval, with notice sent to property owners of sensitive uses, focused on the adequacy of the health analysis and proposed conditions

Declared an emergency, taking effect immediately upon passage
