Amends ORS 343.261 to add a formal definition of "hospital" for educational program purposes, covering state-operated hospitals, OHSU hospitals/clinics, and qualifying private non-psychiatric hospitals that serve children statewide with severe disabilities or extended hospitalizations

Requires students in hospital educational programs to remain enrolled in their home school district solely for the purpose of maintaining access to classroom curricula and associated technology

Maintains existing structure where the Superintendent of Public Instruction pays education costs through contracts with school districts where hospitals are located, while hospitals remain responsible for transportation, care, treatment, and medical expenses

Allows education to be provided directly by the local school district, an adjacent district, or the education service district in the area
