Cities with populations under 200,000 must establish local housing stability standards by July 1, 2027, including health and safety requirements and enforcement provisions such as publishing names of violators in local newspapers

Local standards must include at least three separate tiers for landlords owning 10 or fewer units, manufactured dwelling parks, and all other dwelling types

Cities may include rent control measures limiting maximum rent amounts or allowable percentage increases within their local standards

Cities must consult with an advisory group of local landlords and tenants when establishing standards, and review the standards at least every 10 years

Amends ORS 91.225 to allow cities under 200,000 population and cities of 200,000 or greater to enact rent control, removing previous statewide restrictions against local rent control ordinances
