Requires all K-12 public and private schools (and educational institutions with 50+ average daily attendance) to maintain emergency safeguards including drills, instruction on emergency procedures, and policies for school building security

Mandates school governing bodies consider installing panic alarm systems that are wireless or wearable, connect to multiple emergency services agencies in real-time, and integrate with local 911 dispatch centers

Requires at least 30 minutes monthly for emergency procedure instruction, plus minimum annual drills: two earthquake drills, two safety threat drills, and three earthquake/tsunami drills for schools in tsunami hazard zones

Safety threat drills must cover lockdown, lockout, shelter in place, and evacuation procedures

Department of Education must develop guidance on disaster preparedness and recovery in consultation with Oregon Department of Emergency Management, and provide professional development to teachers and administrators upon request
