Establishes the Emergency Behavioral Health Services for Children program within the Oregon Health Authority to provide timely behavioral health services to children under 18 who present to hospital emergency departments in crisis

Creates Regional Child Psychiatric Centers requiring on-site psychiatric emergency services including same-day evaluation and discharge capability, child psychiatrist consultation within 24 hours, peer and family support services, and connections to post-hospital follow-up resources

Implements the program initially as a pilot in up to three regional trauma areas, with one hospital per region designated as a Regional Child Psychiatric Center and authority-funded Child Psychiatric Emergency units operating 24/7

Requires all hospitals within a region to establish memoranda of understanding with the Regional Child Psychiatric Center for interactive video consultation and coordination of care

Mandates a legislative report by September 15, 2027 evaluating program impact, with the pilot program sunsetting on January 2, 2032
