Requires the Department of Environmental Quality to establish and maintain clear administrative rules, informal guidance, and internal directives for each type of permit or authorization it issues

Prohibits DEQ from imposing permit conditions or requirements that were not in effect at the time an applicant submitted their application

Exceptions allow DEQ to apply new requirements when necessary to comply with acts of the Legislative Assembly or federal law

Mandates DEQ to establish, maintain, and publicly post deadlines for final action on each type of permit application

Requires DEQ to expedite any permit application when the department misses its established deadline, including potentially entering into agreements with applicants under ORS 468.073
