Transfers authority over the Drug Treatment and Recovery Services Fund from the Oregon Health Authority to the Alcohol and Drug Policy Commission, which will provide grants for prevention, treatment, recovery support, and harm reduction services to counties, federally recognized tribes, and Behavioral Health Resource Networks

Abolishes the Oversight and Accountability Council and transfers its duties to the Alcohol and Drug Policy Commission, including oversight of Behavioral Health Resource Networks and approval of grants

Requires the Commission to prioritize funding for detoxification facilities, sobering centers, treatment facilities, and peer recovery support services on a formula grant basis, with community harm reduction programs funded competitively

Modifies the Oregon Behavioral Health Deflection Program so that the Oregon Criminal Justice Commission makes final funding decisions on grants based on recommendations from the IMPACTS Grant Review Committee

Takes effect on the 91st day after the 2025 legislative session adjourns sine die, with the Secretary of State required to conduct a performance audit by December 31, 2025
