Allocates $3,200,000 from the Administrative Services Economic Development Fund to the Oregon Business Development Department for the biennium beginning July 1, 2025

Requires development of a unified trade strategy for Oregon in collaboration with the Port of Portland, Oregon Tourism Commission, State Department of Agriculture, and other stakeholders

Funds will support hiring consultants to represent Oregon in foreign markets, outbound and inbound trade missions, promotion of Oregon exports, and attracting foreign direct investment

Provides technical assistance to Oregon businesses impacted by foreign tariffs

Declares an emergency, making the act effective immediately upon passage
