Permits Horse Racing Account funds to support racing events at fairgrounds in Crook, Josephine, Tillamook, and Union counties for track maintenance, purse money, jockey incentives, veterinary and medical care, safety equipment, and event operations

Declares financial support for county fairs and horse racing events promotes economic development in fairground communities and constitutes appropriate use of lottery funds under the Oregon Constitution

Takes effect immediately upon passage as an emergency measure
