State Forester must determine available state forestland (lands acquired under ORS 530.010-530.040 and Common School Forest Lands) and establish sustainable timber harvest levels defining planned harvest volume over 10-year periods in annual increments.

Sustainable harvest levels must be adopted by rule at least every 10 years, before any material management change, or when forestland conditions change materially, with an initial harvest level required by July 1, 2026.

Harvest level determinations must account for forestland condition, applicable federal and state requirements including habitat conservation plans, the Oregon Forest Practices Act, and State Board of Forestry rules.

Any person may seek a court injunction in Marion County Circuit Court if the State Forester fails to establish required harvest levels; persons who commented on harvest level rulemaking may seek injunctions for noncompliant forestland management.

General Fund appropriation provided to the State Forester for the 2025-2027 biennium (amount unspecified) to adopt the initial sustainable harvest level; bill takes effect immediately upon passage as an emergency measure.
