Oregon Business Development Department must select a nonprofit organization or statewide local government association to operate a rural community resource center serving areas outside Portland Metro and cities with populations of 30,000 or more

Center will provide technical assistance to rural jurisdictions lacking staff capacity to develop community plans, write grant proposals, and manage awarded funds across seven professional areas: public works, engineering, community development, housing, transportation, project management, and public administration/finance

Establishes the Rural Community Resource Leverage Fund in the State Treasury to support center operations and grant assistance, with preference given to proposals requiring matching funds

Appropriates $6,000,000 from the General Fund for the 2025-2027 biennium: $3,000,000 for staffing and operations, $3,000,000 for grant assistance activities

Declares an emergency, making the act effective immediately upon passage
