Creates the Integrated Water Data Team composed of representatives from 10 state agencies including Water Resources Department, DEQ, Fish and Wildlife, Agriculture, Forestry, and Oregon Health Authority

Designates the State Department of Geology and Mineral Industries (DOGAMI) as lead agency to coordinate the team and create a statewide integrated water data portal providing single-point access to water-related data

Establishes the Integrated Water Data Account in the State Treasury to fund portal development, team activities, distributions to participating agencies, and grants for water data collection and improvement

Requires DOGAMI to submit biennial reports to the legislature by September 15 of even-numbered years detailing water data inventory, gaps, progress metrics, and budget needs

Takes effect on the 91st day following adjournment of the 2025 legislative session
