Oregon Consensus at Portland State University and Oregon State University must continue supporting a collaborative process to develop a shared understanding of water management in the Chewaucan River watershed and create a consensus-based action plan for Lake Abert

The collaborative process must balance interests in in-stream and out-of-stream water needs, address ecological health of Lake Abert, and consider social, economic, and environmental impacts for agricultural operations, communities, wet meadows, and fish and wildlife

The process cannot delay or interfere with existing agency activities, privately held water rights granted before the act's effective date, or private landowner activities such as applying for new water rights or transfers

$305,000 appropriated to Oregon Consensus at Portland State University and $150,000 to Oregon State University through the Higher Education Coordinating Commission for the 2025-2027 biennium

Section 1 provisions expire January 2, 2028; the act takes effect July 1, 2025 under an emergency declaration
