Appropriates $3,350,000 from the General Fund to the Water Resources Department Water Supply Fund for the 2025-2027 biennium

Allocates $3,350,000 in grants to four specific recipients for implementing state-recognized place-based integrated water resources plans: $650,000 to Lincoln County Soil and Water Conservation District, $1,100,000 to High Desert Partnership, $500,000 to Union County, and $1,100,000 to Gilliam County Soil and Water Conservation District

Declares an emergency, making the act effective July 1, 2025
