Department of Corrections must contract with a third party to provide voice communications services (telephone, cellular, VoIP, or other real-time audio technology) to all persons confined in DOC institutions

Incarcerated individuals receive at least 60 minutes of free voice communication daily at no cost to themselves or the person they are calling; usage under 60 minutes is also provided free

DOC is prohibited from receiving any financial or in-kind compensation from third-party providers for these voice communication services

DOC may not limit access to in-person visitation or voice communications to offset costs of administering the program

DOC must submit a progress report by February 1, 2026, and biennial reports by September 15 of each even-numbered year including contract copies, expenditure details, and monthly usage data disaggregated by communication type
