Requires construction and equipping of a water utility training center covering water supply reliability, water quality, workforce development, emergency preparedness, cybersecurity, and regulatory compliance

Funds three staff positions to provide ongoing support and resources to small and very small community water systems statewide

Declares an emergency for immediate effect upon passage, with Section 2 provisions set to repeal on January 2, 2027
