State Parks and Recreation Department must make good-faith efforts to negotiate an agreement with the federal Bureau of Reclamation and Bureau of Land Management to establish an access fee for Owyhee Lake Road in eastern Oregon

Fee revenue would fund ongoing road maintenance, visitor infrastructure improvements, surface repairs, and safety upgrades

Agreement must create a committee with representatives from State Parks, Bureau of Reclamation, Bureau of Land Management, Malheur County, and the local road district

Committee would have authority to set and adjust the access fee amount and allocate collected funds

Committee must evaluate visitor data to inform fee-setting decisions, infrastructure planning, road safety, and environmental stewardship
