Appropriates $4,610,000 from the General Fund to the Oregon Department of Administrative Services for grants to soil and water conservation districts in seven counties: Crook ($1,235,000), Jefferson ($715,000), Klamath ($585,000), Deschutes ($585,000), Harney ($580,000), Lake ($455,000), and Wheeler ($455,000)

Allocates $150,000 to the Central Oregon Intergovernmental Council for coordination and administrative support for soil and water conservation districts implementing ORS 568.970

Allocates $500,000 to the Central Oregon Intergovernmental Council for distribution to soil and water conservation districts for monitoring activities related to ORS 568.970 and 568.972

Requires grants to be provided no later than July 1, 2025, or 60 days after the act's effective date, whichever is later

Declares an emergency, making the act effective immediately upon passage
