Operators of sport, fitness, or recreational activities may require participants age 18 and older to sign liability waivers releasing the operator from claims of ordinary negligence; such waivers are declared not unconscionable or contrary to public policy

Covered activities include hunting, fishing, swimming, boating, rafting, biking, camping, skiing, climbing, equestrian activities, hiking, ocean sports, motorized recreation, and fitness competitions

Operators cannot require release from claims involving greater than ordinary negligence; any overly broad waiver language will be construed within the permitted limits

Oregon Business Development Department must study climate change impacts on the recreation industry, including economic effects and insurance premium trends, with a report due to the Legislative Assembly by September 15, 2026

Appropriates $100,000 from the General Fund for the biennium beginning July 1, 2025, to conduct the study; the act takes effect immediately upon passage as an emergency measure
