Establishes the Landowners Living with Beavers Grant Program Subaccount within the Oregon Conservation and Recreation Fund, administered by the State Department of Fish and Wildlife with recommendations from the Oregon Conservation and Recreation Advisory Committee

Authorizes block grants of up to $50,000 per grant cycle to watershed councils, soil and water conservation districts, and nonprofit organizations for beaver coexistence projects on private land, including tree protection, flood prevention devices, culvert protection, and crop protection

Appropriates $1,500,000 from the General Fund for the 2025-2027 biennium, with up to $95,000 available for administrative costs

Requires a joint report from the department and advisory committee to legislative environment committees by September 15, 2027, on program expenditures, status, and outcomes

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
