Directs the Housing and Community Services Department to use up to $25 million from the Local Innovation and Fast Track Housing Program Fund to acquire or construct factory-produced housing (manufactured dwellings, prefabricated structures, modular housing) for low-income households, with funding limited to five separate recipients or locations

Establishes funding preferences for projects using Oregon-based developers, geographically diverse locations including coastal and eastern Oregon, and materials that are nontraditional (like mass timber), energy efficient, Oregon-produced, or Oregon-sourced

Requires the department to contract with the Network for Oregon Affordable Housing (NOAH) to convene a public-private advisory committee, provide technical assistance to funding recipients, and support industry awareness of factory-produced housing methods

Appropriates $650,000 from the General Fund for the 2025-2027 biennium to implement contractor services and reporting requirements

Mandates a report to the legislature by September 15, 2027 on program results, barriers encountered, and recommendations for future legislation; program provisions sunset on January 2, 2028
