Excludes floodways, bodies of water, wetlands, special flood hazard areas, and lands with development prohibitions from the definition of "buildable lands" for urban growth boundary planning purposes

Applies to cities outside Metro with populations of 25,000 or greater, cities meeting Land Conservation and Development Commission criteria, and Metro's regional framework plan

Requires local governments and Metro to inventory buildable lands and determine housing capacity at least every 6-8 years through periodic review

Maintains existing categories of buildable lands: vacant residential lands, partially vacant residential lands, mixed-use lands, and lands for infill or redevelopment

Amends ORS 197A.270 and ORS 197A.350 to add explicit exclusions that were not previously codified in the buildable lands definitions
