Appropriates $10,000,000 from the General Fund to the Department of Education to establish a grant program for schools providing child care services before and after school hours

Prioritizes grants to school districts with high poverty rates, inadequate child care supply, high rates of children with special education needs, or high student homelessness

Requires grant recipient schools to provide a minimum 15% matching contribution of the total grant award

Mandates ODE report to legislative interim committees by June 30, 2027 on program outcomes including schools served, grant amounts, children served, and impact on attendance and grades

Takes effect July 1, 2025 as an emergency measure and sunsets June 30, 2028
