Appropriates $10,000,000 from the General Fund to the Department of Human Services for the 2025-2027 biennium to provide grants for Resilience Hubs and Resilience Networks

Expands the definition of "Resilience Hub" to include any group or entity located in Oregon that creates, operates, or supports physical facilities providing community resources during adverse events, emergencies, or disasters

Redefines "Resilience Network" as an association that supports community members in preparing for and responding to disruptions from climate change or other causes, rather than being tied to a physical hub facility

Broadens Department of Human Services grant authority to include equipment, contracted services, and other support types beyond just grants and technical assistance

Declares an emergency with an effective date of July 1, 2025
