Amends the existing pilot program at Portland State University and Eastern Oregon University that matches students with nonprofit employers, increasing wage reimbursement to nonprofits from 50% to up to 100% of student wages paid

Removes the $5,000,000 annual budget cap for eligible nonprofit organizations, allowing larger nonprofits to participate in the program

Establishes priority for students studying agriculture, behavioral health, economic development, food insecurity, housing insecurity/access, or K-12 education and early childhood literacy

Appropriates $888,412 from the General Fund for the biennium beginning July 1, 2025, to be allocated to both universities for conducting the pilot program

Declares an emergency, making the act effective immediately upon the Governor's signature
