Board appoints an administrative officer who serves at the Governor's pleasure; the officer is in the unclassified service and appoints all subordinate staff

Oregon State Board of Towing Account funds are continuously appropriated directly to the board rather than to the Department of Transportation; civil penalties may not exceed $25,000 per violation

Department of Transportation may provide central business services to the board through interagency agreement, including budget preparation, payroll, HR, IT systems, and office space, with fees calculated using the department's standard methodology
