Appropriates $10,000,000 from the General Fund to the Oregon Business Development Department for the Oregon Arts Commission for the biennium beginning July 1, 2025

Appropriates an additional $5,538,997 for designated grants to six arts organizations: Oregon Shakespeare Festival ($2,555,175), Oregon Symphony ($949,375), Portland Art Museum ($743,298), Portland Center Stage ($474,687), Portland Opera ($474,687), and Oregon Ballet Theatre ($341,775)

Prohibits the Oregon Arts Commission from distributing operating support grant program funds to these six designated organizations until July 1, 2026

Declares an emergency, making the act effective immediately upon passage
