Directs the Department of Education to convene an advisory committee to recommend attendance improvement policies to the State Board of Education, with special focus on students who experience language barriers

Requires committee membership from at least seven entities: Department of Human Services, Department of Education, State Board of Education, and associations representing school boards, educators, school employees, and school district administrators

Committee must provide information on current attendance improvement practices, including family coach programming and collaboration approaches between school districts and the Department of Human Services

Committee must also address formal communication practices between educators, school districts, and the department to support development of a memorandum of understanding

Declares an emergency, making the act effective immediately upon passage
