Imposes a $25 per year surcharge on biennial registration fees for campers, travel trailers, and motor homes, plus a $40 surcharge on recreational vehicle trip permits, with proceeds deposited into a new Abandoned Recreational Vehicle Account

Authorizes the Department of Transportation to reimburse up to 100% of costs for towing, storing, dismantling, and disposing of abandoned recreational vehicles, including cleaning services for pest removal, drug abatement, and hazardous waste cleanup

Increases base registration fees for travel trailers and campers from $81 to $125 (6-10 feet) and motor homes from $86 to $132 (6-14 feet), with proportional increases for longer vehicles

Raises recreational vehicle trip permit fees from $35 to $50

All new surcharges and fee provisions sunset on January 2, 2036, with remaining account balances transferring to the State Highway Fund; fees will be adjusted biennially starting July 1, 2027 based on the Consumer Price Index for the West Region
