Bureau of Labor and Industries must study the feasibility of developing a centralized online system for contractors to submit certified statements showing compliance with prevailing wage requirements under ORS 279C.845

Study must evaluate direct submission to the bureau (rather than to individual public agencies), mobile device and web-based portal capabilities, and access for public agencies both inside and outside Oregon

Bureau must review similar electronic systems used by other states, estimate development and maintenance costs, identify funding sources, and assess security and confidentiality protections

Progress report due to interim legislative committees on public procurement by December 31, 2025, with final report and legislative recommendations due by September 1, 2026

Declared an emergency effective on passage; study authorization repeals January 2, 2027
