Expands the definition of "pharmacy" under Oregon law to include pharmacy services administrative organizations (PSAOs) and similar entities that advise, represent, or enter into contracts on behalf of member pharmacies for procuring or supplying prescription drugs.

Requires pharmacy services administrative organizations to obtain third party administrator licenses from the Department of Consumer and Business Services to operate in Oregon.

Exempts PSAOs from the licensing requirement if they are not owned by a pharmacy benefit manager and generate revenue only from monthly service fees unconnected to drug pricing or volume.

Takes effect on the 91st day after the 2025 regular legislative session adjourns sine die.
