Oregon Business Development Department must develop an Industrial Symbiosis Roadmap to promote voluntary collaboration among businesses to exchange materials, energy, water, and by-products, with a report due to the legislature by September 15, 2026

$1,300,000 appropriated from the General Fund for the 2025-2027 biennium to provide technical assistance to up to six industrial symbiosis pilot communities

Pilot communities must reflect geographic and industrial diversity, including at least one east of the Cascades, one west of the Cascades, one in food processing, and one related to municipal wastewater

County service districts providing water supply or water resource management services may now finance operations through charges for district services, facilities, or commodities

Sections establishing the roadmap and pilot program requirements sunset on January 2, 2028; the act takes effect immediately upon passage as an emergency measure
