Establishes uniform county review criteria for telecommunications tower development, replacement, alteration, modification, or reconstruction in Oregon

Requires applications to identify colocation providers, existing towers within two miles, professional engineer certification, legal road access documentation, and site-specific visual blending studies

Allows administrative approval for towers meeting specific criteria: maximum 180 feet height (40 feet within urban growth boundaries), minimum two colocating providers, no monopole construction, and no electronic lighting except as federally required

Mandates decommissioning and removal of towers inactive for more than 18 months, with counties authorized to impose fines up to $7,500 for noncompliance

Existing telecommunications towers must obtain approval under the new criteria or be decommissioned by January 1, 2032
