Requires insurers to pay an annual $5 surcharge per property insurance policy (minimum $1,000 per insurer) to the Department of Consumer and Business Services, with insurers permitted to recoup costs from policyholders

Imposes a $10 annual filing fee on property tax accounts with real market value exceeding $350,000, with proceeds deposited into the wildfire fund after counties retain 4% for administrative costs

Directs 15% of existing fire insurance premium taxes to the wildfire fund, and reserves 15% of State Fire Marshal allocations for a revolving grant fund supporting rural fire protection districts in high-risk areas

Sunsets July 1, 2033, with agencies required to submit annual joint reports detailing expenditures, funded projects, and planned activities
