State Forestry Department must establish the Western Oregon Regional Carbon Sink as a geographical area and plant one billion shrubs or trees within it by January 1, 2035

At least 25% of plantings designated for harvest at approximately 80 years of growth; another 25% designated for forest resilience and salmon habitat goals

Public-private partnerships authorized to advise on planting locations, harvest sustainability, and longer harvest cycles

11-member Task Force on the Western Oregon Regional Carbon Sink created to prepare a report with recommendations due September 15, 2026; task force sunsets December 31, 2026

Western Oregon Regional Carbon Sink Advisory Board becomes operative January 1, 2027 to provide ongoing management advice to the department
