Salem-Keizer School District board directors must be nominated and elected by zone rather than at-large, overriding the standard process that requires voter approval for zoning

Candidates seeking nomination from a zone must be residents of that zone and have nomination petitions signed by electors within that zone

The candidate receiving a plurality of votes in each zone wins that zone's director seat, with successors elected from the same zone when terms expire

Vacancies must be advertised for 20 days to find eligible zone residents; if none declare interest, the board may appoint an at-large district resident until June 30 following the next regular election

Amends ORS 332.122 and 332.124 to incorporate the mandatory zoning requirement for the district containing the State Capitol
