Establishes an 11-member Task Force on Rural Medical Training Facilities, with 2 Senate members, 2 House members, and 7 gubernatorial appointees representing Roseburg, Douglas County, local hospitals, the Roseburg VA Medical Center, health practitioners, the Oregon State Board of Nursing, and Oregon Health Authority

Directs the task force to investigate solutions to the shortage of nurses and medical technicians in Douglas County, with emphasis on establishing a training facility partnered with an academic program in or near Roseburg

Requires investigation of veteran reintegration methods through higher education and career training for those transitioning out of military service

Department of Veterans' Affairs provides staff support; non-legislative members serve as uncompensated volunteers; report with possible legislative recommendations due to an interim health care committee by December 15, 2026

Takes effect immediately upon passage and sunsets December 31, 2026
