Oregon Department of Emergency Management must identify existing long-term recovery groups in the state and provide grants for their support, with grant purposes determined based on each group's needs and locality

Long-term recovery groups are defined as cooperative organizations of nonprofit, governmental, business, and faith-based entities that prepare for, build resilience against, and help communities recover from emergencies

Appropriates $18 million from the General Fund for grants to long-term recovery groups for staffing and operations, plus an additional $18 million for disaster case management services, for the biennium beginning July 1, 2025

Establishes the Long-Term Recovery Group Fund in the State Treasury with continuous appropriation to provide emergency grants when a locality has experienced or will imminently experience an emergency

Declares an emergency, making the act effective immediately upon passage
